- Challenges
Effective monitoring of agricultural and rural policies, including assessing their impacts and ensuring farms’ compliance with rules and regulations, demands significant resources from both farmers and competent authorities. Currently, many documentation processes are manual or spread across multiple databases.
- Solution
To address these challenges, a digitalized data sharing strategy leveraging data spaces is proposed. Case study D will i) Initiate collaborative scoping sessions with farmers and competent authorities in three member states. ii) Evaluate the data reported by farmers for administrative and quality assurance schemes. iii) Compare this data with information available in various systems and collected through sensors. iv) Conduct online workshops and surveys with competent authorities from all EU member states to identify challenges and opportunities related to data interoperability, access rights, and verification. v) Establish a dataspace based on IDSA standards, involving thematic expert groups to refine the concept. vi) Validate the concept through EU-wide workshops engaging competent authorities, farmers, and the European Commission.
- Outcomes
The implementation of digital tools will facilitate more reliable, rapid, and cost-effective monitoring of compliance and policy impacts. The proof-of-concept dataspace can be applied to initiatives such as environmental certification (see CS-E) and digital product passports, enhancing transparency, accountability, and traceability across the value chain for all stakeholders.
- Replicability
This approach is designed to be replicable across the EU. Components of the dataspace will be openly published, facilitating widespread adoption and adaptation by interested parties.
